The groundbreaking ceremony for the new Liloan Public Market in Barangay Jubay took place last July 29.
Gov. Gwen Garcia attended the event together with Liloan Mayor Vincent Franco “Duke” Frasco and municipal councilors, among others.
“Pagkamaanindot sa mga proyekto nga nagpakita nga kanunay nga nagtamod ug naghunahuna ang pangagamhanan, nga kanunay nga naningkamot nga mouswag ug moabante ang Lilo-an,” the governor said.
The ceremony included the burial of a capsule in the middle of the lot, and the installation of a marker on the same spot.
The capsule contains the necessary papers--plans and programs of the market, deeds of donation for the lot, loan agreement with the bank, contract to build, etc.—to make the project possible.
The mayor’s deceased father, former mayor Panphil Frasco, came up with the idea of a new market during the latter’s term (1992-2001).
Mayor Frasco thanked his predecessor Maria Sevilla for keeping his father’s dreams alive by pursuing the project.
“If it were not for her (Sevilla’s) initiative… the dream of a new public market may have been lost forever,” he said.
The construction, according to the mayor, will be completed in 10 months. The project occupies a two-hectare lot donated by the Frasco family and AboitizLand Inc. The site is a few meters from the national road.
The town allocated around P70 million for the project.
Frasco described the new public market as “accessible, sanitized and world-class.” Most importantly, it will decongest the old public market and will readily accommodate the town’s growing population, he said.
The mayor also announced the completion of the second phase of Liloan’s National Road Street lighting Program that saw the installation of 62 lights 40 meters apart along the national road.
The governor, in her speech, praised the lighting project and hoped other towns will follow suit so her critics will see how beautiful the entire province is.
Liloan also launched its free internet wi-max program. Every laptop, personal computer, iTouch, iPhone, or any tool that can access the Internet may avail themselves of the service.
“Again, it is free of charge and wireless,” the mayor said.
