Municipal Mayor

Mayor Vincent Franco "Duke" Frasco assumed office in July 1, 2007. He is the second youngest mayor in Cebu for this term as, at the age of 26, he succeeded his grandaunt, former mayor Maria Sevilla, after winning the May 2007 elections.

Mayor Frasco is the son of the late mayor Panphil Frasco. He is currently the vice president for internal affairs of the League of Municipalities of the Philippines- Cebu Chapter.

Taking reins of governance in the second class town, Mayor Frasco is chairman of the Municipal School Board, the Municipal Development Council and the Municipal Health Committee.

He graduated with honors and awards in both Bachelor of Science in Accounting and Bachelor of Business Administration at the Loyola Marymount University in Los Angeles, California.

Mayor Frasco also manages the family-owned Titay’s Liloan Rosquillos and Delicacies, Inc.

Before he joined the political arena, Mayor Frasco worked as internal audit consultant from 2004 to 2006 at Protiviti, Inc., one of the leading consulting firms in the world with offices in all major US markets, Paris, UK, Tokyo, Singapore, China, Australia, Germany and Italy, among others. He has audited in countless US cities and in a few US states, as well as in the United Kingdom.

His experience in the private sector could very well enhance Liloan’s fiscal administration, as Mayor Frasco’s experience included identifying risks and controls that impact the financial statement, developing risks and control matrices as well as reviewing designs and testing the effectiveness of controls.

Aside from running the town and a family-owned international company, Mayor Frasco is also a member of civil society groups such as the Rotary Club of Mandaue East Cebu, the Knights of Columbus Liloan Chapter, the Crimson Circle Service Organization and the Institute of Internal Auditors.
