"One year ago, right before Christmas and on the eve of the 2016 campaign season, cases were filed against me by my political opponents questioning my distribution of scholarship grants to Liloan's 2,404 scholars.
Today, in behalf of Mayor @christinafrasco and myself, I give this Plaque of Recognition to one of our scholars, Ms. Flordeliz-Joy Pasag, for her having ranked no. 9 in the country in the 2016 Licensure Examination for Teachers.
I am happy to see that our scholarship program has borne fruit. This brilliant and promising young woman is proof of that."
